Setup fuel country quality table

The fuel country quality table must be set up before a fuel type can be used in each country. The country is taken from the business object location address. The setup is found under Business objects > Setup > Fuel management > Fuel country quality table. For each country, allowed fuel types must be added and given a numeric quality rating. A higher number equals higher quality.
