When resource tasks are not assigned, start and stop them from the Resource Task List. Starting a task creates an entry in the Time Input Line table with the status Open. Stopping that task changes the status to Completed, meaning there is a start time and stop time from which the duration can be calculated. From the time input line, the entry can be Registered, which creates a time sheet line. The time sheet line then follows the standard process.
