Confirm the engineering change order to engineering

Processing the Engineering Change Order moves it to the Archived Engineering Change Orders. Optionally, create an additional connection to confirm (handshake) to engineering that the change has been completed. Alternatively, create an export of the Rejected and Approved records from the EC Staging tables to make this handshake.
